What was the model of the bass that had the tuning keys at the bottom - not at the top?

I believe you may be refering to Steinberg, which generally introduced headstock-less guitars to the masses. Geddy Lee used one regularly for awhile.

They were indeed Steinberg basses. Really uncomfortable to play. They are so shallow in the body that it was tough to maintain a good arm position.
