dillema - ibanez grg170dx

i own an ibanez grg170dx which i am really unhappy about that puts me in a tough situation or dilemma if you will.my current guitar is just not playable, fret buzz everywhere,loud hum,the guitar doesnt stay in tune very well,the pickups just arent good enough,even though i had the guitar sent to a local guitar tech for fret leveling,general setups and nut change,it didn't change a thing.i am a student and depend solely on my study loan for basically everything right now,with such tight budget,i have basically only two options to consider,1-buy a new guitar,i kinda digg the ibanez rgr321ex,it's simple,great looking axe,reverse headstock,a sound investment for the long term,however i do realise that even with a new guitar,i still might need to dig deeper into my already shallow pocket to send the guitar for some general setups,e.g neck adjustment,fret leveling,shielding after purchasing the guitar which i cant afford because i only have just enough budget for the new guitar.the second and the less expensive option of the two that i have is to send my current guitar for a whole refret,shielding,a new nut which will save me a lot more money than spending on a new guitar..although having the guitar refretted could solve the problem,i'm not sure of the state of my guitar's neck since i used to mess with the truss rod.i need some brilliant advice here from all you out there to help me make a decision.thanx
